S-3116 : Still Just a Bill

The Transparency in Legacy Road and Trail Remediation Act of 2023, also known as S.3116, amends Public Law 88-657 to increase transparency in the Forest Service Legacy Road and Trail Remediation Program. The bill requires the Forest Service to:

  • Publish annually, for each of its 9 regions, a list of projects considered for funding under the Program.
  • Accept public comment on these projects.
  • Consider public comments when selecting projects for funding.
  • Publish annually, for each region, a list that includes a description of:
    • Each project considered for funding.
    • Public comments received on each project.
    • The ranking of each project within its region.
    • The proposed outcome of each project funded under the Program for the applicable fiscal year.
In short, this bill aims to make the Forest Service's project selection process for road and trail remediation more open and responsive to public input.
