Makes appropriations for FY2015 for: (1) the Commission on Civil Rights, (2) the Equal Employment Opportunity Commission (EEOC), (3) the International Trade Commission (ITC), (4) the Legal Services Corporation, (5) the Marine Mammal Commission, (6) the Office of the United States Trade Representative, and (7) the State Justice Institute.
Specifies certain uses and limits on or prohibitions against the use of funds appropriated by this Act. Rescinds certain unobligated balances available for the Departments of Commerce and Justice.
