S-773 : Still Just a Bill


The Disaster Management Costs Modernization Act, also known as S.773, seeks to amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to incentivize the closing of disaster recovery projects by states, Indian Tribes, and territories.

The bill allows excess funds from completed disaster recovery projects to be used for management costs related to:

  • Building capacity to prepare for, recover from, or mitigate the impacts of major disasters or emergencies.
  • Management costs associated with major disasters, emergencies, disaster preparedness measures, or mitigation activities.

These excess funds would remain available for 5 years after they are made available.

The bill also requires the Comptroller General of the United States to submit a report to Congress on actual management costs during major disaster declarations to determine if the amount set aside for those costs is appropriate, as well as details on management costs for major disasters in the past 5 years.

The changes made by this bill would apply to grant awards related to major disasters or emergencies declared on or after the date of the bill's enactment, and funded with amounts appropriated on or after that date.

The bill specifies that no additional funds are authorized to be appropriated to carry out these amendments.
