S-2453 : Still Just a Bill


The Partnership for Indo-Pacific Industrial Resilience Authorization Act (S. 2453) directs the Secretary of Defense, in coordination with the Secretary of State, to establish and maintain a security cooperation initiative called the "Partnership." This initiative aims to strengthen cooperation among the defense industrial bases of the United States and its allies and partner countries in the Indo-Pacific region.

  • Objectives: The Partnership's objectives include enabling the production and supply of necessary materials, strengthening the collective defense industrial base, identifying and mitigating industrial base vulnerabilities, advancing research and development, promoting collaboration in key defense sectors, and improving information sharing.
  • Senior Official: The Secretary of Defense must designate a senior civilian official to lead the Partnership's efforts.
  • Participation: The Secretary of Defense, in coordination with the Secretary of State, will determine which allies and partners, including Australia, Japan, the Republic of Korea, India, the Philippines, and New Zealand, will be invited to participate.
  • Authorities: The Secretary of Defense may enter into agreements, establish working groups, provide technical assistance, use appropriated funds, and engage with industry stakeholders to carry out the Act.
  • Reporting: The Secretary of Defense must submit annual reports to Congress on the Partnership's status and progress from 2027 through 2031, and provide annual briefings from 2026 through 2030.
  • Termination: The authority granted by this section will terminate on December 31, 2030.
