The "Promoting Opportunities to Widen Electrical Resilience Act of 2025" or the "POWER Act of 2025" (S. 1429) amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The key provision of this bill allows electric utilities to:

  • Conduct hazard mitigation activities in conjunction with power restoration efforts using federal disaster assistance.
  • Receive assistance for emergency power restoration without being disqualified from receiving additional hazard mitigation assistance under section 406 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
The changes made by this bill will only apply to funds allocated after the enactment of the Act.
