HRES-977 : Still Just a Bill


This House Resolution, H. RES. 977, establishes the procedural rules for considering three legislative measures in the U.S. House of Representatives. It waives points of order against the consideration of these bills and their provisions, sets specific debate limits, and allows for one motion to recommit for each. The bills to be considered under these rules are:

  • H.R. 4593: A bill to amend the Energy Policy and Conservation Act to revise the definition of "showerhead." This bill will be considered as read with one hour of debate.
  • H.R. 5184: A bill to prohibit the Secretary of Energy from enforcing energy efficiency standards applicable to manufactured housing. An amendment in the nature of a substitute recommended by the Committee on Energy and Commerce will be considered as adopted, and the bill, as amended, will be considered with one hour of debate.
  • H.R. 6938: A bill making consolidated appropriations for the fiscal year ending September 30, 2026. This bill includes special proceedings where, after debate, separate votes will be taken on retaining Division A and retaining Divisions B and C before the question on engrossment and third reading of the remaining portions.
Additionally, for H.R. 6938, the Clerk is directed to conform division and section numbers if any portion of the bill is not retained, and the Chair of the Committee on Appropriations may insert explanatory material into the Congressional Record.
