HRES-953 : Still Just a Bill


This document, House Resolution 953, from the Committee on Rules, establishes the procedural guidelines for the consideration of four specific bills in the House of Representatives during the 119th Congress.

The resolution provides for:

  • H.R. 6703, "to ensure access to affordable health insurance": This bill will be debated for one hour, with control divided among the Committees on Education and Workforce, Energy and Commerce, and Ways and Means. Points of order against the bill and its provisions are waived.

Points of order are waived, and a further amendment specified in the Rules Committee report may be offered.
  • H.R. 4776, "to amend the National Environmental Policy Act of 1969 to clarify ambiguous provisions and facilitate a more efficient, effective, and timely environmental review process": A specific amendment, detailed in Section 5 of H. Res. 953, will be automatically adopted. This amendment clarifies that H.R. 4776 and its changes will not apply to agency actions where a Federal agency has already begun administrative corrections (such as filing a motion to voluntarily remand or initiating corrective action) between January 20, 2025, and the date of enactment of H.R. 4776. This consideration of H.R. 4776 is pursuant to House Resolution 951.

For each of these bills, the resolution waives all points of order against their consideration and provisions, treats them as having been read, and allows for one motion to recommit to committee at the end of debate.
