HRES-879 : Still Just a Bill

H. Res. 879 is a resolution passed by the House of Representatives on November 18, 2025, that sets the rules for debating and voting on several pieces of legislation.

The resolution addresses the following:

  • Bureau of Land Management Rules: It provides for the consideration of three joint resolutions disapproving rules submitted by the Bureau of Land Management relating to:
    • The National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision (S.J. Res. 80).
    • The Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment (H.J. Res. 130).
    • The Coastal Plain Oil and Gas Leasing Program Record of Decision (H.J. Res. 131).
  • Denouncing Socialism: It sets the rules for considering H. Con. Res. 58, a concurrent resolution denouncing the horrors of socialism.
  • Natural Gas Exports: It sets the rules for considering H.R. 1949, a bill to repeal restrictions on the export and import of natural gas.
  • Petrochemical Refineries: It sets the rules for considering H.R. 3109, a bill requiring the Secretary of Energy to direct the National Petroleum Council to issue a report on petrochemical refineries in the United States.
  • District of Columbia Policing and Justice Reform: It sets the rules for considering H.R. 5107, a bill to repeal the Comprehensive Policing and Justice Reform Amendment Act of 2022 enacted by the District of Columbia Council.
  • District of Columbia Pretrial Detention and Bail: It sets the rules for considering H.R. 5214, a bill concerning mandatory pretrial and post-conviction detention and mandatory cash bail for certain offenses in the District of Columbia.

For each of these items, the resolution typically waives points of order, sets time limits for debate, and allows for a motion to recommit (except for the concurrent resolution).

Finally, it also stipulates that upon transmission to the Senate of a message that the House has passed H.R. 4405, House Resolution 581 shall be laid on the table.
