HRES-161 : Still Just a Bill

This document is a House Resolution (H. Res. 161) from the 119th Congress, 1st Session, reported by Mrs. Houchin from the Committee on Rules. It outlines the procedures for the House of Representatives to consider three separate pieces of legislation:

  • H.J. Res. 20: A joint resolution providing for congressional disapproval of a Department of Energy rule regarding "Energy Conservation Standards for Consumer Gas-fired Instantaneous Water Heaters." The resolution waives points of order, limits debate to one hour, and allows for one motion to recommit.
  • H.J. Res. 35: A joint resolution providing for congressional disapproval of an Environmental Protection Agency rule concerning "Waste Emissions Charge for Petroleum and Natural Gas Systems: Procedures for Facilitating Compliance, Including Netting and Exemptions." Similar to H.J. Res. 20, it waives points of order, limits debate to one hour, and allows for one motion to recommit.
  • H. Con. Res. 14: A concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth budgetary levels for fiscal years 2026 through 2034. The resolution waives points of order, limits general debate to three hours (two on the budget, one on economic goals), and specifies that an amendment printed in the Committee on Rules report shall be considered adopted. Amendments may be offered by the chair of the Committee on the Budget to achieve mathematical consistency.

In essence, H. Res. 161 sets the rules for how the House will debate and vote on disapproving two agency rules and establishing the federal budget for fiscal year 2025.
