HRES-1100 : Still Just a Bill

This resolution, H. RES. 1100, introduced by Ms. Mace on March 4, 2026, and referred to the Committee on Ethics, addresses the preservation and public release of records related to sexual misconduct in the House of Representatives.

The resolution highlights existing House rules:

• Clause 9 of Rule XXIII, which prohibits discrimination, including sexual harassment, based on sex and other protected characteristics.
• Clause 18(a) of Rule XXIII, which prohibits sexual relationships between a Member, Delegate, or Resident Commissioner and any employee under their supervision or on a committee they serve.
• Clause 18(b) of Rule XXIII, which prohibits unwelcome sexual advances or conduct towards other House personnel.

Recognizing the importance of safety, dignity, and integrity within the House, H. RES. 1100 directs the Committee on Ethics to:

• Preserve all documents and investigative materials concerning violations or alleged violations of the aforementioned clauses related to sexual harassment, unwelcome sexual advances, or sexual assault by a Member, Delegate, or Resident Commissioner.
• Within 60 days of the resolution's adoption, publicly release all final reports (or the most recent draft reports), conclusions, recommendations, exhibits, and accompanying materials from such investigations. This release must include redactions to protect the personally identifiable information of victims, alleged victims, and witnesses.
