HR-5193 : Still Just a Bill

H.R. 5193 is a bill directing the Chairman of the Joint Chiefs of Staff to conduct a feasibility study on incorporating militarily-relevant applications of emerging biotechnology into wargaming exercises.

Specifically, the study will:

  • Assess the feasibility and advisability of modifying wargaming exercises to include militarily relevant applications of emerging biotechnology.
  • Consider biotechnology-enabled enhancements that improve warfighter performance, chemicals and materials providing strategic battlefield advantages, adversaries' use of biotechnology beyond traditional biological weapons, and other relevant applications.
  • Require consultation with combatant commanders and other stakeholders to identify recent advancements in biotechnology for potential incorporation into exercises.

The Chairman must submit a report to the Committees on Armed Services of the Senate and the House of Representatives within 180 days of the bill's enactment. The report should include a summary of recommended modifications to wargaming exercises and a plan for regularly updating the design of such exercises to keep pace with advances in biotechnology.

The bill defines "wargaming exercise" as a military exercise conducted to test or improve tactical expertise, including the Globally Integrated Wargames.
