HR-1834 : Still Just a Bill

  • Udall Foundation Funding: Amends the Morris K. Udall and Stewart L. Udall Foundation Act to extend appropriations through fiscal year 2029 and increase funding for the Udall Congressional Internships program.
  • Boko Haram Strategy: Requires the Secretaries of State and Defense to jointly develop a five-year strategy to counter the threat of Boko Haram in Nigeria and the regional partners, addressing elements such as institutional capacity, humanitarian support, human rights, countering violent extremism, rule of law, and school security.
  • Veterans Task Force Reporting: Amends the Small Business Act to require the Administrator of the Small Business Administration to submit an annual report on the Veterans Interagency Task Force's activities and outreach plans for veteran programs.
  • Veterans Pilot Program: Establishes a pilot program through the Bureau of Justice Assistance to provide grants to local governments to improve retention in veterans treatment court and drug court programs.
  • TSA Commuting Benefits Study: Requires the Transportation Security Administration Administrator to conduct a feasibility study on treating the travel time for TSA airport employees between duty locations and parking/transit stops as on-duty hours.
  • China Financial Threat Mitigation: Mandates the Secretary of the Treasury to conduct a study and issue a report on the United States' exposure to China's financial sector, including an assessment of risks and policy recommendations.
  • Veterans Life Insurance Review: Amends title 38, U.S. Code, to require the Secretary of Veterans Affairs to periodically review the automatic maximum coverage under Servicemembers' and Veterans' Group Life Insurance, comparing it to an inflation-adjusted amount.
  • Veteran Severance Pay Restoration: Requires the Secretary of Defense to identify and notify veterans of improperly withheld tax amounts from certain combat-related severance payments made after January 17, 1991, and provide instructions for filing amended tax returns, extending the limitation period for such claims.
  • House Committee Hearings: Stipulates that each standing committee of the House of Representatives shall hold a hearing on the implementation of this Act within one year of its enactment.
  • Code of Official Conduct: Amends the Rules of the House of Representatives to prohibit retaliation against individuals for providing truthful information to various House oversight bodies or law enforcement, provided such disclosure is not otherwise prohibited.
  • Sensitive Data Transfer Prohibition: Makes it unlawful for data brokers to transfer personally identifiable sensitive data of U.S. individuals to foreign adversary countries or entities controlled by them, with enforcement by the Federal Trade Commission.
  • Domestically Made U.S. Flags: Requires federal agencies to procure U.S. flags that are 100% manufactured in the United States from 100% domestically grown, produced, or manufactured materials, with certain exceptions and a presidential waiver authority for trade agreements.
  • Appropriations: Provides additional appropriations of $1,000,000 for fiscal year 2026 to several federal entities, including the Telehealth Resource Center, Department of Agriculture's Office of Budget and Program Analysis, Department of State's Capital Investment Fund, Department of Defense's Army Operation and Maintenance, Department of Homeland Security's Management Directorate, and the Energy Information Administration.
