HR-1076 : Still Just a Bill


The Weather Alert Response and Notification Act (WARN Act), or H.R. 1076, directs the Comptroller General of the United States to conduct a study on the effectiveness of emergency alerting systems. The goal is to improve policies and procedures for emergency response and enhance public safety during weather-related emergencies.

The study will include the following:

  • Evaluating the effectiveness of various alert methods, including social media, for disseminating emergency alerts during extreme weather events.
  • Assessing the availability of guidance and training for developing clear, relevant, and actionable alert content.
  • Determining potential improvements to public alerting systems, such as outdoor sirens, based on input from emergency managers, local officials, and community groups.

The Comptroller General must submit a report on the study's findings to the House Committees on Transportation and Infrastructure and Homeland Security, as well as the Senate Committee on Homeland Security and Governmental Affairs, within 18 months of the Act's enactment.
