The "ENABLE IC Acquisitions Act of 2024" or S.4366 aims to enhance the intelligence community's acquisition processes. Key provisions include:

• Enhancing the authority for intelligence community public-private talent exchanges, focusing on fields like finance, acquisition, biotechnology, computing, AI, and cybersecurity. It also extends the duration of temporary details and clarifies the treatment of private-sector employees.
• Increasing the intelligence community's ability to acquire emerging technology by allowing the use of procedures other than competitive bidding for products or services from companies that have completed a work program with In-Q-Tel, provided it meets an identified need.
