S-3504 : Still Just a Bill

The Digital Defense Content Provenance Act of 2023, or S. 3504, aims to address the challenges posed by digital content forgery. The bill seeks to:

  • Establish a course of education at the Defense Information School to instruct public affairs, audiovisual, visual information, and records management specialists on digital content provenance and how to authenticate Department of Defense media content.
  • Create a pilot program to assess the feasibility of implementing industry open technical standards for digital content provenance for official photographs and videos publicly released by the Defense Visual Information Distribution Service.
The pilot program will terminate on January 1, 2027, and a report on the pilot program will be submitted to the Committees on Armed Services of the House of Representatives and the Senate by January 1, 2026.
