S-2806 : Still Just a Bill

The Homeowner Energy Freedom Act, also known as S. 2806, is a bill introduced in the Senate on September 14, 2023. Sponsored by Senator Braun, the bill aims to repeal certain provisions from the Inflation Reduction Act related to taxpayer subsidies for home electrification.

Specifically, the bill seeks to repeal:

  • Section 50122, which established a high-efficiency electric home rebate program.
  • Section 50123, which authorized State-based home energy efficiency contractor training grants.
  • Section 50131, which provided assistance for the adoption of the latest and zero building energy codes.

In addition to repealing these sections, the bill would rescind any unobligated balances of funds allocated to these programs. It also includes a conforming amendment to Section 50121(c)(7) of the Inflation Reduction Act, removing a reference to the high-efficiency electric home rebate program.
