HR-8511 : Still Just a Bill


The Servicemember Equal Recognition and Transition Support Act (SERTS Act), or H.R. 8511, mandates the Secretary of Defense, in consultation with the Secretary of Veterans Affairs and the Secretary of Labor, to submit a report to Congress. This report, due within 180 days of the Act's enactment, will build upon data from the 2018 "DoD Credentialing Utilization" report to better evaluate the effectiveness of Credentialing Programs in aiding post-military civilian employment.

The report must include:

  • An assessment of the number of veterans who successfully transfer their eligible professional credentials to civilian jobs.
  • An assessment of which certifications were most commonly used for post-military civilian employment, citing airplane mechanics as an example.
  • An assessment of any other barriers veterans encounter when transferring military mechanical skills to State certifications.

The Act defines key terms such as "applicable licensing authority," "eligible professional credential" (referring to credentials obtained under section 2015 of title 10, United States Code), "expenses," "servicemember," and "State" to clarify the scope and applicability of the reporting requirements.
