HR-7319 : Still Just a Bill

H.R. 7319, also known as the "End Zuckerbucks Act of 2024," seeks to amend existing laws regarding election funding and administration. The bill comprises two main provisions:
  • Restrictions on 501(c)(3) Organizations: This section amends the Internal Revenue Code of 1986 to prohibit 501(c)(3) organizations (nonprofits) from directly or indirectly funding official election organizations, including state and local government entities involved in elections. This restriction is set to take effect for funding provided in taxable years starting after December 31, 2025.
  • Limits on Private Funding for D.C. Elections: Titled the "American Confidence in Elections: Protect District of Columbia Election Administration Act," this section amends the Help America Vote Act of 2002 to prevent the District of Columbia from soliciting, receiving, or spending funds or donations from private entities for the administration of elections within the District. This includes programs related to voter education, outreach, and registration. This provision will apply to D.C. elections held on or after January 1, 2025.
The bill specifies that these restrictions should not be interpreted to prevent facilities such as houses of worship and community centers from serving as polling places.
