HR-7015 : Still Just a Bill

The CAREERS Act, also known as H.R. 7015, seeks to amend the Rural Innovation Stronger Economy (RISE) Grant Program, managed by the Department of Agriculture. The goal is to enhance workforce training programs in rural areas by:

• Expanding eligible training providers to include area career and technical education schools.
• Prioritizing career pathway programs and industry or sector partnerships that align with rural industries.
• Addressing workforce challenges such as worker displacement, aging workforce, and youth migration.
• Ensuring geographic diversity in grant distribution.
• Supporting training in key rural sectors like telecommunications, water services, healthcare, and manufacturing.
• Requiring grantees to report employment and earnings outcomes for program participants.
• Extending the program's authorization through 2028.
