HR-6846 : Still Just a Bill

H.R. 6846, also known as the CONVENE Act of 2023, aims to strengthen national security in the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau by:

• Directing the U.S. Secretary of State to consult with these countries to assist in establishing or enhancing their national security councils, or similar coordinating bodies.
• Ensuring these councils are composed of sufficient staff and members to effectively coordinate security cooperation, disaster response, and related activities.
• Establishing standards for equipment and services used by these councils to minimize cybersecurity risks and ensure interoperability.
• Requiring the Secretary of State to report to Congress on the implementation of these efforts, including assessments of the councils' effectiveness and any challenges encountered.
• Focusing the activities of these councils on homeland security matters such as combating transnational crime, responding to national emergencies, countering foreign threats, and combating illegal fishing.
