HR-6741 : Still Just a Bill

The Sentinel Program Risk Mitigation Act of 2023, also known as H.R. 6741, aims to mitigate risks associated with the Sentinel Intercontinental Ballistic Missile (ICBM) program. Specifically, the bill authorizes the Secretary of Defense to utilize cost-plus incentive-fee contracts for certain military construction projects related to the Sentinel program. This contracting method is authorized for a limited number of low-rate initial production lots at the following locations:

• F.E. Warren Air Force Base, Wyoming
• Malmstrom Air Force Base, Montana
• Minot Air Force Base, North Dakota

This authorization is an exception to standard contracting procedures outlined in Title 10 of the United States Code, section 3323. This bill is intended to help manage the program's schedule and cost.
