The Strategic Defense Fellows Program Act of 2023, also known as H.R. 6738, amends the John S. McCain Strategic Defense Fellows Program. The bill modifies the selection process for program participants to ensure geographical representation, limiting the number of fellows from any single geographic region to no more than 20% of the total participants, which cannot exceed 60 in a year. Regions include the Northeast, Southeast, Midwest, Southwest, and Western United States, as well as Alaska, Hawaii, U.S. territories, and areas outside the United States.
The bill also changes the assignment of fellows to an "appointment" into an excepted service position within the Department of Defense. It requires the head of each Department of Defense Component to submit placement opportunities to the Secretary of Defense, aimed at leadership development and career advancement toward senior leadership roles. Appointments are for one year, with a possible one-year extension, at a level between GS-10 and GS-12, based on qualifications and experience. The Secretary of Defense may also repay the education loans of participants, subject to available funds and a possible service agreement.
Additionally, the bill mandates career development opportunities for participants, including mentorship and employment opportunities within the Department of Defense after completing the program. The names of selected fellows will be published on a public website of the Department.
