HR-6217 : Still Just a Bill

The "Securing American Acquisitions, Readiness, and Military Stockpiles Act of 2023" or the "Securing American ARMS Act of 2023" (H.R. 6217) amends title 10 of the United States Code to provide emergency acquisition authority under certain conditions.

Specifically, this bill expands the circumstances in which the Department of Defense can use expedited acquisition procedures to include:

  • Replenishing United States stockpiles of defense articles when those stockpiles have been diminished as a result of providing defense articles to a United States ally or partner in response to an armed attack by a "country of concern" (as defined in the State Department Basic Authorities Act of 1956). A "country of concern" refers to countries like Russia, China, Iran, North Korea, Cuba, Venezuela and Syria.
  • Contracting for the movement or delivery of defense articles transferred to such ally or partner through the President's drawdown authorities in connection with such response.

The provided assistance must be in response to an armed attack against a US ally or partner, and the United States must not be a party to the hostilities.
