H.R. 6096, the "Allied Burden Sharing Report Act of 2023," mandates the Secretary of Defense to submit annual reports to Congress. These reports will detail allied contributions to common defense efforts. Key components of the reports include:

• Annual defense spending by allies, including budget figures and spending as a percentage of their GDP.
• Allied activities supporting military or stability operations involving the U.S. Armed Forces.
• Any limitations placed on allied contributions.
• Actions taken to minimize these limitations.

The report will cover countries that are members of:

• The North Atlantic Treaty Organization.
• The Gulf Cooperation Council.
• The Inter-American Treaty of Reciprocal Assistance (Rio Treaty).

It will also include Australia, Japan, New Zealand, the Philippines, South Korea, and Thailand. The reports will be unclassified but may include a classified annex and will be available to Members of Congress upon request.
