HR-4090 : Still Just a Bill


H.R. 4090, also known as the "Fire Grants and Safety Act of 2023," amends the Federal Fire Prevention and Control Act of 1974 to authorize appropriations for:
  • The United States Fire Administration
  • The Assistance to Firefighters Grants Program
  • The Fire Prevention and Safety Grants Program
  • The Staffing for Adequate Fire and Emergency Response Grant Program
Specifically, the bill:
  • Reauthorizes appropriations for the United States Fire Administration at $95,000,000 for each of fiscal years 2024 through 2028, with a portion dedicated to carrying out section 8(f) of the Act.
  • Extends the sunset provision for the Assistance to Firefighters Grants Program and the Fire Prevention and Safety Grants Program to 2030.
  • Authorizes appropriations of $750,000,000 for each of fiscal years 2024 through 2028 for the Assistance to Firefighters Grants Program and the Fire Prevention and Safety Grants Program.
  • Extends the sunset provision for the Staffing for Adequate Fire and Emergency Response Grant Program to 2030.
  • Reauthorizes appropriations for the Staffing for Adequate Fire and Emergency Response Grant Program for each of fiscal years 2024 through 2028.
  • Requires the Comptroller General of the United States to conduct an audit and issue a public report within three years on:
    • Barriers preventing fire departments from accessing Federal funds.
    • The United States Fire Administration.
