HR-3933 : Still Just a Bill


H.R. 3933, also known as the "TAP Promotion Act," proposes amendments to Title 10 of the United States Code, with the aim of enhancing the Transition Assistance Program (TAP) for veterans. The bill seeks to:

  • Authorize representatives from veterans service organizations to promote benefits available to veterans during preseparation counseling within the Department of Defense's TAP.
  • Standardize the presentation of veteran benefits.
  • Require the Secretary of Veterans Affairs to review and approve the presentation.
  • Mandate submission of the presentation to the Senate and House Committees on Veterans' Affairs for review at least 90 days before implementation.
  • Ensure presentations are made by national, state, or local representatives of recognized veterans service organizations.
  • Include information on how veterans service organizations can assist members in filing claims.
  • Prohibit the promotion of specific veterans service organizations during presentations.
  • Limit presentation length to one hour.
  • Require the Secretary of Veterans Affairs to submit an annual report to the Committees on Veterans' Affairs of the Senate and House of Representatives. The report shall contain:
    • A list of each veterans service organization that presented under this bill.
    • The number of members of the Armed Forces who attended such presentations.
    • Any recommendations of the Secretary regarding changes to such presentation or to this bill.
