Billion Dollar Boondoggle Act of 2019

This bill requires the Office of Management and Budget (OMB) to submit annual reports to Congress that include specified details regarding certain federally funded projects that are (1) more than five years behind schedule, or (2) have expenditures that are at least $1 billion more than the original cost estimate for the project. The reports must also be posted on the OMB website and included with the President's budget.
