Aviation Security Stakeholder Participation Act of 2013 - Directs the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) to establish in the TSA an Aviation Security Advisory Committee, including air cargo, general aviation, airport perimeter security, and risk-based subcommittees.
